Dr. Vijay Kelkar is an eminent economist, a widely acclaimed academician and a distinguished public servant, who has been at the forefront of India’s Liberalization process.
He is greatly revered for his exemplary work in the fields of economics, education and for his exceptional service to the nation. As recognition of his huge contributions, the Government of India has honoured Dr. Kelkar with the country’s second highest civilian award, ‘Padma Vibhushan’, in 2011.
Dr. Kelkar has held several important positions at various ministries of the Government of India and at top international organizations during his long career.
His stint with the Government began at the Planning Commission in 1973 and thereafter, he went on to serve in various important positions– as the Economic Advisor to the Union Finance Minister in 1977, followed by Petroleum Secretary, Finance Secretary of India and finally retiring as the Chairman of the Thirteenth Finance Commission in January 2010. He was also the Executive Director of India in the International Monetary Fund (IMF), overseeing its operations in South Asia during 2000-02. He was elected as the Chairman of the Forum of Federations, Ottawa, Canada 2010-13).
He is currently the Chairman of the PPP Committee and Chairman of the Gas Pricing Committee.
Dr. Kelkar holds a Ph.D. in Economics from the University of California, Berkeley, a M.S. from University of Minnesota and a B.S. from the University of Pune.
